I think new pay fixcetion as below

1.ACP Aug.99 to 31/08/2008 for IES

9. Any interpretation/clarification of doubt as to the scope and meaning of the

provisions of the MACP Scheme shall be given by the Department of Personnel and

Training (Establishment-D). The scheme would be operational w.e.f. 01.09.2008. ln

other words, financial upgradations as per the provisions of the earlier ACP Scheme (of

August, 1999) would be granted till 31.08.2008.

2.3rd MACP

11. It is clarified that no past cases would be re-opened. Further, while

implementing the MACP Scheme, the differences in pay scales on account of grant of

financial upgradation under the old ACP Scheme (of August 1999) and under the MACP

Scheme within the same cadre shall not be construed as an anomaly.

(ii) While carrying out the restructuring as per Ministry of Defence letter of even number dared 14th June 2010,Financial up gradation (in the Pay scale of Rs.5000-8000),granted to the Highly Skilled Workers (in the Pay scale of Rs.4000-6000) between the period from 01-01-2006 to 31-08-2008 under ACP Scheme of August,19999,will not be withdrawn as a one time measure.

3.For reconstruction of 4grade

That mean those are promoted from HS to HS II to HS I & HS I to MCM HS I not treated as promotion due to

Further Mof D clarified that

If you treated HS I promotion then (in the Pay scale of Rs.5000-8000),granted to the Highly Skilled Workers (in the Pay scale of Rs.4000-6000) between the period from 01-01-2006 to 31-08-2008 under ACP Scheme of August,1999,will not be withdrawn as a one time measure.

This order is meaning less because HS I treated as promotion that mean without withdrawn you cant pleased in HS I

Same who have placed In MCM before 31/08/2008 you treated as promotion in HS I

Then its not follow as per MACP order 11. It is clarified that no past cases would be re-opened. Further, while

That mean past cases reopened.
